Since June 14, 2013 all application for Russian visas submitted in India should be completed through the electronic visa application form: https://visa.kdmid.ru. 

Applications filled in by hand are not accepted.  

In order to obtain a Russian visa it is recommended to apply through the Russian Visa Center in Chennai. 

Foreign citizens have the right to apply directly to the Visa-Consular Section of the Consulate General of Russia in Chennai to obtain a visa for themselves or for a close relative by making a prior appointment. In addition, certain categories of applicants such as diplomats/officials can apply directly to the Russian Consular Institutions.
