In accordance with Regulation No. 413 of the Government of the Russian Federation “On Migration Card” of August 16, 2004, when entering the Russian Federation a foreign citizen is obliged to receive and to fill in a Migration card and present it to the official of border control, who after comparing information included in the Migration Card with the information contained in his/her visa and passport, should place the stamp on entry into the Russian Federation in the Migration Card.
Migration Card forms are issued to foreign citizens entering the Russian Federation for free by officials of the border control authorities or representatives of organizations providing transportation services to foreign nationals coming to the Russian Federation.
A foreign citizen should keep the Migration Card during the whole period of his/her stay in the Russian Federation, and the Migration card should be submitted together with other documents for registration at the place of stay.
In the event of damage to or loss of the Migration Card, within three days the foreign citizen is obliged to report it to the territorial body of the Ministry of Internal Affairs of the Russian Federation at the place of stay. Once a foreign citizen submitted documents on the basis of which he/she entered the Russian Federation, the duplicate of the migration card is issued free of charge.
When leaving the Russian Federation, the foreign citizen is obliged to hand over the Migration Card to the border official at the state border checkpoint of the Russian Federation.
